To apply for Estonian citizenship, in addition to the Estonian language proficiency exam, the applicant must also pass the Estonian Constitution and Citizenship Act exam, known as the citizenship exam.

Who are the training courses on the Constitution and the Citizenship Act intended for?
The purpose of the training on the Constitution of the Republic of Estonia and the Citizenship Act is to support people from different linguistic and cultural backgrounds by providing the knowledge necessary to pass the exam required for acquiring Estonian citizenship.
During the training, participants will acquire and reinforce knowledge about Estonian citizenship, the Constitution, and other legal acts. Completing the training helps raise awareness about becoming and being an Estonian citizen, making the path to applying for citizenship smoother.
How can the training be completed?
The course consists of 18 academic hours of learning. The training is conducted in groups through in-person sessions in major examination centres, such as Tallinn and Narva (and in other cities if necessary) as well as online across Estonia. The training schedule is arranged based on the exam dates organised by the Education and Youth Board (HARNO).
Each training group can have up to 16 students. The training is conducted in Estonian and participation requires at least an A2 level of Estonian language proficiency. Registration for the training is done through the Integration Foundation’s self-service portal. Each participant can attend and complete the training only once.
Where can information be found about available training sessions?
Currently, the start dates for the 2025 training sessions have not yet been determined. The expected start of the training sessions is summer 2025. We will announce new training opportunities on our website and in the self-service portal.
How can you register for the training?
Participants are registered through our self-service portal. Information about available study groups will be sent to the email address you have entered in the self-service portal. If there are available spots, it is also possible to independently register for a suitable training session.
What proves that the training has been completed?
The instructor will issue a certificate of completion, provided that at least 14 academic hours of the training have been attended and the mock exam has been successfully passed.
How to take the citizenship exam?
The citizenship exam and the consultations preceding it are organised by the Education and Youth Board (HARNO). On the board’s website, you will find detailed information about the exam requirements, as well as the exam dates and registration process.
What materials can be used to prepare for the citizenship exam?
The training uses modern study materials that support the achievement of the training goals. The instructor provides all participants with the necessary study materials and tools free of charge.
